From my SW:
I am a little concerned about why they did not mark the third selection that it has been forwarded to the National Visa Center. They entered Addis Ababa, Ethiopia, but they did not make that selection. I have emailed the USCIS officer and the Ethiopia team. The dossier packet says that the I 171H has to be cabled to Ethiopia, not retained in the local office. I hope to hear something soon. You may want to hold off on getting it state sealed until we hear something.

As an FYI and I realize that your adoption is different than mine, but the Chicago USCIS office did that to my I-171H as well. I was told it does not get cabled until a referral has been made and the I-600 is completed (when I would have been in country).
My I-171H was sealed and sent as part of my dossier and it looked just like yours!
I am hoping your SW can get this clarified ASAP for you! You may also want to get in touch with the USCIS office (ask for the adoption officer) to ask the same question.
